Femme fashion question!

Is a high of 18°C and working sat down indoors too warm for leggings under a skirt? We have a non uniform day and I'm debating being more Out but haven't got time to shave my legs

@rain So hard to gauge when you don't dress that way often and your country isn't hot very regularly so you have no idea what's too much
